A National Childcare Plan for Canada – A Historic Day for Families
The Canada-Wide Early Learning & Child Care (CWELCC) Agreement will see child care fees reduced to an average of $10-a-day by September 2025.
We will continue to share updates and our progress through the CWELCC program.
“Eligible child” means any child under six years old; and up until June 30 in a calendar year, any child who (a) turns six years old between January 1 and June 30 in that calendar year, and (b) is enrolled in a licensed infant, toddler, preschool or kindergarten group, a licensed family age group, or home child care, as defined in the CCEYA.

Today, Good Beginnings completed our portion of the CWELCC Service Agreement with the County of Oxford. We are now waiting to receive official confirmation of our completed enrollment in the CWELCC program.

Good Beginnings is pleased to receive confirmation that our application to the Canada-wide Early Learning and Child Care Agreement (CWELCC) has been accepted. We are now waiting to complete the Service Agreement with the County of Oxford. Once completed, we will receive confirmation of our enrollment in CWELCC.November 1, 2022

The attached memo from the County of Oxford provides an update to changes in regards to dates and enrollment periods for CWELCC. It will be later this year that the funding will be received in order to process the fee reductions. Please know that as soon as funding is available, we will provide the adjustment of 25% reduction on fees retroactive to April 1, 2022, for those families that qualify. Good Beginnings is pleased to share a memo from the County of Oxford regarding the Canada-Wide Early Learning and Child Care Agreement (CWELCC). Participation in this program is optional for Child Care providers; however, we want to assure our families that Good Beginnings will be participating.
